Fly-Posting in Ferryside

Small voluntary groups in Ferryside are being fined or are being threatened with fines and prosecution for simply putting up leaflets and posters advertising forthcoming events. This is a time honoured way for folk in Ferryside to become aware of the various activities and events taking place in the village – not any more! The advice offered by the Environmental Enforcement Officer in his letter( plus picture of our offending poster )to the Forum was for us to use the (small) public notice board outside the toilets. He also sent us a leaflet setting out the county policy, the only problem being that it does not match the much tougher policy now being followed. http://www.carmarthenshire.gov.uk/english/environment/streetcleaning/pages/flyposting.aspx

Here is a small sample ;

Signs/posters/banners on our roads must be:

• Notified to the Street Works Section by email to Streetcare@carmarthenshire.gov.uk giving a minimum of 10 days notice, accompanied by photos and dimensions of the signs and location plan of proposed locations. The Street Works Section will consult the Environmental Enforcement Team / Area Office / Traffic Management staff. Signage will be tolerated if no objections are received. However, should any highways staff deem the signage to be a hazard the right to remove it is retained at all times.

• Have a minimum clearance of 2.1 metres above any footway or walkway.

• Be a minimum of 0.45 metres from the edge of carriageway.

• Of presentable quality.

• Be erected for no longer than 14 days prior to an event.

• Less than three miles from the location of the event.

• Generally be removed three days after the event has finished.

THE OFFENDING POSTER

THE OFFENDING POSTER

The Carmarthenshire County Council- Environment and Public Protection department recently posted a press release  “The number of litter fines has … increased by 58%, from 182 in 2011/12 to 287 in 2012/13.
Officers handed out 31 fixed penalty notices for graffiti / fly-posting and a total of 93 offences were also prosecuted in court.
The increase is a result of the new council administration following last May’s elections which pledged to get tough on dog fouling and litter.
Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “We don’t want to fine people, but if they fail to take notice of our warnings then we have no choice.”

Councillor Jim Jones could usefully pay Ferryside a visit and see for himself the impact of his new policy on our community.

Flooding at Glan Tywi Uchaf

Over the past few months on at least two occasions flood water has been coming off the field behind Glan Tywi Uchaf into the rear of some houses. Sue Abbott who lives at No1 has had flood water in her house and her driveway has been wrecked by the water cascading down off the hill side. These photos show the water coming down the hill and cascading into the back yard. Sue and her neighbour Jim Greer have contacted The Environment department in Carmarthen and the Community Council to get help. Watch this space!

Contact the Ferryside Village Forum site if you have a story or pictures to share about flooding at Glan Tywi or Glan Tywi Uchaf, Ferryside.

Possible closure of the public toilets in Ferryside

Dear All,

As you may be aware there is the possibility that the public toilets in Ferryside might be closed. Delme is leading the petition, and other actions working towards keeping the facilites open. I enclose his words for your perusal and support.

Dear Forum members,

I enclose below a response received from Carmarthen county council when challenged by Plaid in respect of potential closure of public toilets :

“I refer to your letter dated 19th December in connection with the Ferryside public convenience.

As you are aware, Carms County Council has had to deliver a number of efficiency savings over the last few years due to the extremely poor climate. Further efficiency savings are now required over the next three years and consequently the Council’s Executive Board recently agreed to the transfer of public conveniences to Town and Community Councils.

The Council does not have statutory obligation to public conveniences and unfortunately in these difficult times the cost of operating these facilities is not suitable and I trust that you will appreciate that priority has to be given to the delivery of key statutory services.

We have been in contact with all Town and Community Councils where our public conveniences are located in order to assist with the possibility of transfer and we are currently in discussion with St Ishmael’s Community Council in relation to Ferryside Public Convenience”

It now transpires that St Ishmael community council has rejected the possibility of transfer on the terms made by the County council. This could mean that our public toilet could close. Surely the County council could find easier ways of saving money that would not jepordise our convenience and environmental health? I would like the Forum to formally consider joining in a local campaign to save our public toilet. Personally, I intend to start a petition which will be placed in the village shop and Post office shortly.

Keep Fighting,

Delme
